After seeing how Wallpaper Engine is able to run behind icons on the desktop as if it were an animated wallpaper, I set out to create a tool which could give developers the ability to modify more of the build game window at runtime. Window Handler is a tool that exposes a collection of functions for modifying how the built game window behaves such as cutting out parts of the window, resizing, moving, etc.
